Overview
The Secretary-General is the head of government for the Compact of Humanity in Assembly and the highest-ranking member of the Compact Assembly. The Secretary-General presides over Assembly sessions, leads the executive branch, and serves as a senior member of the Security Council.
The role has evolved significantly since the Compact’s founding, particularly after the constitutional reforms of 430 IE.
Role and Authority
Before 430 IE
-
Served as both head of government and de facto head of state, combining legislative leadership with ceremonial and diplomatic duties.
-
Often the public face of the Compact across the human sphere and in interstellar diplomacy.
-
Had authority over internal governance, foreign policy execution, and strategic appointments within the Compact bureaucracy.
After 430 IE
-
The Compact amended its charter to establish a separate President, who became head of state.
-
The Secretary-General now functions similarly to a prime minister, retaining control over day-to-day governance, Cabinet oversight, and Assembly leadership.
-
Becomes second in line to the presidency, particularly during crisis succession scenarios.
Requirements and Selection
-
Must be a senior delegate in the Compact Assembly.
-
Is automatically a voting member of the Security Council.
-
Typically chosen by Assembly vote from among the senior delegates, often from a permanent Security Council world—but this is not required.
-
Example: Vos Roberhardt served as Secretary-General representing Bromdar, a non-permanent member.
