Overview

The Secretary-General is the head of government for the Compact of Humanity in Assembly and the highest-ranking member of the Compact Assembly. The Secretary-General presides over Assembly sessions, leads the executive branch, and serves as a senior member of the Security Council.

The role has evolved significantly since the Compact’s founding, particularly after the constitutional reforms of 430 IE.


Role and Authority

Before 430 IE

  • Served as both head of government and de facto head of state, combining legislative leadership with ceremonial and diplomatic duties.

  • Often the public face of the Compact across the human sphere and in interstellar diplomacy.

  • Had authority over internal governance, foreign policy execution, and strategic appointments within the Compact bureaucracy.

After 430 IE

  • The Compact amended its charter to establish a separate President, who became head of state.

  • The Secretary-General now functions similarly to a prime minister, retaining control over day-to-day governance, Cabinet oversight, and Assembly leadership.

  • Becomes second in line to the presidency, particularly during crisis succession scenarios.


Requirements and Selection

  • Must be a senior delegate in the Compact Assembly.

  • Is automatically a voting member of the Security Council.

  • Typically chosen by Assembly vote from among the senior delegates, often from a permanent Security Council world—but this is not required.

    • Example: Vos Roberhardt served as Secretary-General representing Bromdar, a non-permanent member.


Notable Officeholders

  • Vos Roberhardt – Secretary-General during the early 420s IE; known for balancing Compact interests during rising interstellar tensions.

  • Baker ibn-Aziz – First Secretary-General to transition into the presidency following the 430 IE reforms; previously represented The Caliphate.

  • Marcus Leitman – Succeeded ibn-Aziz when the latter became provisional president of the Compact. Upon ibn-Aziz’s incapacitation, Leitman became acting president, then president in his own right.
  • Calpurnia Barratus – Leitman’s deputy secretary-general, Barratus moved into the secretary-general’s role when Leitman became president.
