Compact Assembly

  • Composition: Each core world sends two delegates to the Compact Assembly, akin to a planetary senate. One of them is designated the senior delegate.

  • Function: Serves as the legislative body for the Compact of Humanity in Assembly, overseeing interstellar governance, law, and colonial affairs.

  • Seat of Government: Based in Quantonesia, the artificial island capital located in Victoria Harbor, Hong Kong, Earth.


Security Council

  • Membership:

    • Permanent Members: The ten original signatories of the Compact (core worlds).

    • Rotating Members: Five additional core worlds elected each legislative term (duration not yet specified).

    • Secretary-General: Always a senior delegate from their homeworld and thus always on the Council.

  • Role: Functions as the de facto upper chamber of the Compact legislature. Handles matters of:

    • Military oversight

    • Emergency authority (e.g., WMD oversight)

    • Interstellar security

    • Intelligence coordination with Cybercommand and Naval Intelligence


Secretary-General

  • Selection: Chosen from among the senior delegates

  • Dual Role (before 430 IE):

    • Head of Government: Manages day-to-day operations of the Compact.

    • De Facto Head of State: Though largely ceremonial, the position conveyed significant symbolic and diplomatic weight.

  • Post-430 IE Revision: This role is separated, making way for the first President of the Compact, marking a transition to a more balanced executive structure.
