Dr. Selvastre was an Orag physician in the employ of Dasarius Interstellar. He treated Nolan Rosc after his injuries from a Zaran shuttle explosion. His Sapiens colleague, Dr. Ecclestone, treated Sarai Gaddar for injuries from the same accident.
Selvastre was named for Seventh Doctor actor Sylvester McCoy as the author felt a Dr. McCoy would be too obvious a reference.
Dr. Ecclestone was named for Ninth Doctor actor Christopher Eccleston.
